It must be installed in an existing home that is your primary residence in the United States

New construction and rental properties are not eligible. Starting in 2025, it needs to be ENERGY STAR Most Efficient certified and have a Product Identification Number (PIN).

The heat pump must meet or exceed the highest efficiency tier (excluding any advanced tier) set by the Consortium for Energy Efficiency (CEE) for the year of installation.

Guidelines

Specific efficiency requirements apply to different types of heat pumps. For air source heat pumps, split ducted and packaged units need a SEER2 rating of 15.2 or higher, along with meeting minimum EER2 and HSPF2 efficiencies. Non-ducted heat pumps require a SEER2 rating of 16 or higher, also meeting minimum EER2 and HSPF2 efficiencies. Heat pump water heaters must be ENERGY STAR certified to be eligible. They must also meet or exceed the highest efficiency tier (excluding any advanced tier) set by the CEE at the start of the calendar year. In essence, to claim the 25C tax credit, you must choose a heat pump that meets or exceeds the required efficiency levels, ensure it's installed in a qualifying home, and keep the necessary documentation, including the PIN and certification proof. You can use resources like the ENERGY STAR Product Finder or the CEE directory to help locate eligible heat pumps. The IRS allows you to rely on the manufacturer's written certification for claiming the credit.
